Open secrets has this to say about Financial Disclosures.

excluding the filer's primary residence, unless it generates income

The Financial Disclosure says this: Exclude: Your personal residence including second homes (unless there was rental income during the reporting period) (see page 3) if you can read side ways.
This still doesn't change the fact that Congressman Ed Whitfield claims to live in Washington, DC
and if he's collecting rent or allowing folks to live at that address he may have a IRS problem. End of Update June 17, 2011 10:00 pm EDT.

I'll try to write this so it can be easily understood knowing full well this may not be achievable, considering my writing skills. It's about a Kentucky Congressman in Kentucky's 1st congressional district.

I became very knowledgeable about Kentucky's 1st Congressional District 2007-2008 when Heather Ryan Democratic Congressional candidate was running against incumbent Republican Congressman Ed. Whitfield. It was common knowledge Republican Congressman Ed. Whitfield didn't really live in Kentucky and used his fathers address, 108 Alumni Ave. Hopkinsville, Kentucky 42240, as his primary residence to vote and run for Congress. There were plenty of rumors about were Congressman Ed. Whitfield really lived but nothing concrete.

Fast forward to June 14, 2011:  

June 14, 2011 while researching Congressman Ed Whitfield's political donations I ran across a $2000 donation Congressman Ed Whitfield made to Mitt Romney in 2007. The address on the donation was 4356 WESTOVER PLACE WASHINGTON, DC 20016. This was an address I had never seen before for Congressman Ed Whitfield and believe me we've been looking for a long time. I Googled the address and this is what I found.

Then with the Help of Mike Watt out of Western Kentucky we checked the Washington, DC tax data base and found this.

I'm thinking OK, so what? Congressman Ed Whitfield owns property in Washington, DC. Then I remembered I had never seen the Washington, DC property listed on any of his Financial Disclosures so I went through all of his Financial Disclosures (2003-2011) again and verified Congressman Ed Whitfield didn't have 4356 WESTOVER PLACE WASHINGTON, DC 20016 listed.

Trying to find out why Congressman Ed Whitfield didn't have 4356 WESTOVER PLACE WASHINGTON, DC 20016 listed on his Financial Disclosures I went to Open Secrets and this is what I found:

About the Reporting Requirements

Open Secrets
Assets held for "investment or the production of income" that were worth more than $1,000 at the end of the calendar year, must be reported in this section of the report. This includes securities, real estate (excluding the filer's primary residence, unless it generates income), ownership of a business, bank accounts and loans owed to the filer. Assets held within any self-directed account or fund should be listed individually. Filers are not required to provide detail on the individual holdings of, for example, mutual funds.
Any liability or loan where the filer, their spouse or their dependent children owed more than $10,000 at any time during the calendar year must be reported.
Liability listings disclose the creditor, the type of liability and the greatest amount owed during the reporting period.
Excluded are loans secured by personal property that does not produce income, such as mortgages on the filer's principal residence or automobile.
My Conclusion:
When Congressman Ed Whitfield fails to disclose 4356 WESTOVER PLACE WASHINGTON, DC 20016 in his Financial Disclosures, he's telling the Federal Government 4356 WESTOVER PLACE WASHINGTON, DC 20016 is his primary residence. However when he votes and runs for office in Kentucky he uses his fathers residence, 108 Alumni Ave. Hopkinsville, Kentucky 42240. I can say this for sure Congressman Ed Whitfield doesn't reside at  108 Alumni Ave. Hopkinsville, Kentucky 42240 and to the best of my knowledge he doesn't own any property in Kentucky, if he does it's not listed on his 2011 Financial Disclosure.
